Course Description
In the course, basic information, principles and institutions of administrative law are discussed. In the course, the concept of administration in general, the characteristics of administrative law, its sources, field of application, basic principles, administrative organization, tools and procedures of the administration will be examined.

Course Objectives
The course aims to provide students with a comprehensive knowledge of the concepts of administrative law, the structure of administrative organization, the tools of administrative activity and administrative procedures. The course teaches in detail the organic and functional structures of the administration, the characteristics of administrative acts and contracts in order to enable students to understand the legal frameworks and principles governing the activities of the administration. It is aimed to develop students' ability to properly analyze the practice of public administration and administrative law.
Course Outcomes
1. Explains the concepts of administrative law and the place of this field in public law.
2. Defines the structure of administrative organization, central and decentralized administration systems and the general principles of these structures.
3. Has a command of the tools of administrative activity and administrative procedures, the elements of these procedures and their termination processes.
4. Distinguishes practices such as hierarchy, delegation of authority and mandate within the administrative organization.
5. Has a command of the contracts of the administration, the differences between private law and administrative contracts and the procedures for making these contracts.
6. Defines the concept, characteristics and types of administrative acts and compares their relationship with administrative actions.
7. Discusses the basic principles related to the activities of the administration and the role of these principles in legal regulations.
8. Analyzes the tools and procedures of the administration from a legal perspective and makes practical evaluations on examples.
