Course Description
This course covers social security systems, primarily social insurance, which are established to ensure individuals' economic security against social risks. It examines the conditions required to qualify for social insurance benefits, the types of social insurance benefits, action for fixing of period of service, the reimbursement of excessive or undue payments and other common types of disputes encountered in practice.

Course Objectives
The main objective of this course is to examine and evaluate how modern social security systems have developed, the existing social security systems in our country, and who falls within the scope of social insurance. It also aims to explore the meanings of social security law-specific concepts such as income/pension and beneficiary/dependent, the types of benefits provided under short-term and long-term insurance branches, the conditions under which individuals are entitled to these benefits, and the possible solutions to legal issues encountered in social security legislation.
Course Outcomes
1. Evaluates the strengths and weaknesses of social security systems and proposes recommendations for improving the existing system.
2. Develops the ability to assess and track judicial decisions related to social security law within the framework of social security legislation.
3. Has an advanced command of social security law terminology, including concepts such as insured persons, social insurance, the number of contribution days, and additional periods of service.
4. Interprets legal regulations related to social security law and conducts structural analysis.
5. Acquires the ability to effectively use legal technologies such as digital resources and databases related to social security legislation.
6. Analyzes current issues in social security law and develops critical thinking skills on topics such as demographic shifts and the maintenance of actuarial balance.
Tentative Course Plan
Week 1: Historical development of social security law / Social security systems in Turkey
Week 2: Modern social security systems / Principles governing the social insurance system
Week 3: Individuals considered insured / Partially insured individuals / Those excluded from the scope of social insurance
Week 4: Employer, workplace, beneficiary, dependent person, income, and pension concepts
Week 5: Voluntary insurance
Week 6: Notifications in the social security system, workplace notification, employment entry notification, monthly premium and service declaration
Week 7: Action for fixing of period of service, lawsuits regarding the determination of earnings subject to premiums
Week 8: Premiums in social security law
Week 9: Individuals jointly liable for premium debts / Statute of limitations for premium debts
Week 10: Short-term insurance branches and provided benefits
Week 11: Long-term insurance branches and provided benefits
Week 12: Scope and benefits of general health insurance / Scope and benefits of unemployment insurance
