Course Description
In this course, independent administrative authorities, which have the function of regulation and supervision in some sensitive and specialised sectors of public life and which stand in a unique place structurally and functionally compared to other public institutions, are examined in depth in particular in Türkiye.

Course Objectives
The aim of this course is to familiarise students with the independent institutions that have the authority to make executive decisions on behalf of the state, to compare these institutions with their counterparts in the world and to understand their functions within the changing administrative structure in Turkey.
Course Outcomes
1. Will be able to acquire detailed information about the scope of Regulatory and Supervisory Authorities and the related issues.
2. Will be able to analyse Regulatory and Supervisory Authorities according to current developments.
3. Learns about the unique structural features of these institutions.
4. Analyses and discusses the judicial decisions regarding the decisions taken by these institutions.
5. Obtains detailed information about the relations of these institutions with the central administration.
6. Have detailed information about these institutions in comparison with their examples in Türkiye and in the world.

Week 3: Autonomy of Regulatory and Supervisory Authorities
Week 4: Relationship of Regulatory and Supervisory Authorities with the Central Administration
Week 5: Sanction Implementation Characteristics of Regulatory and Supervisory Authorities
Week 6: Place of Regulatory and Supervisory Authorities in the Administrative Organisation
Week 7: Examples of Regulatory and Supervisory Authorities in Türkiye
Week 8: CMB, KVKV, BRSA and RTÜK
Week 9: Public Procurement Authority
Week 10: EMRA,ICTA
Week 11: International Counterparts of Regulatory and Supervisory Authorities
Week 12: Efficiency of Independent Administrative Authorities in Türkiye and Suggestions
