Course Description
This course examines the legal regulations and practices of energy markets. It focuses on topics such as privatization, liberalization, competition, renewable energy applications, and tariffs in the electricity and natural gas markets while providing a detailed analysis of the legislation and institutional structure of the Turkish energy market. Additionally, it offers a comparative perspective on the EU energy strategy, energy union, international energy agreements, and energy purchase contracts. By integrating theoretical knowledge with case analyses, the course enables students to grasp the dynamic nature of energy market law.

Course Objectives
This course aims to develop analytical skills by enabling students to understand and assess the legal regulations, legislation, and practices of energy markets. Students will evaluate the differences and similarities between the Turkish energy market and the EU energy strategy while gaining practical knowledge of the fundamental principles of international energy law. Additionally, through topics such as energy purchase agreements, international investment protection, and competition regulations, students will enhance their ability to interpret legal processes related to the energy market and develop practical solutions.
Course Outcomes
1. Has a command of the legal regulations, relevant legislation, and implementation processes of energy markets.
2. Analyzes the institutional structure, competition mechanisms, and dynamics of the Turkish energy market.
3. Compares the EU energy strategy, energy union, and renewable energy policies within the context of international regulations.
4. Recognizes energy purchase agreements (PPAs) and production sharing agreements (PSAs), examining their content and functioning.
5. Explains mechanisms for the protection of international energy investments, the Energy Charter Treaty, and investment arbitration processes.
6. Evaluates the legal aspects of reform processes such as privatization, liberalization, and deregulation implemented in energy markets.
