Course Description
This course examines the fundamental concepts, analytical frameworks, methods, and current debates of the legislative process. Featuring a simulation specific to the Turkish Parliament, it explores the historical development, structure, and functioning of parliaments, as well as their place within democratic theory. Additionally, it evaluates general parliamentary law theory and Turkish Parliamentary Law from a comparative perspective.

Course Objectives
This course aims to teach the fundamental concepts, analytical frameworks, and methods of the legislative process. By examining the historical development, structure, and functioning of parliaments, it seeks to understand the meaning of parliament within the framework of democratic theory. Additionally, it enables the analysis of existing issues and the development of solutions by comparing Turkish Parliamentary Law with general parliamentary law theory.
Course Outcomes
1. Has a command of the fundamental concepts, analytical frameworks, and methods of the legislative process.
2. Identifies the differences between parliamentary law and constitutional law and distinguishes their points of intersection.
3. Recognizes the historical development, structure, functioning, and duties of parliaments.
4. Defines and compares the structure, functioning, and role of the Turkish Parliament in the legislative process.
5. Has a command of the functions, decision-making processes, and working methods of parliamentary committees and the General Assembly.
6. Defines and applies the stages of the law-making process, the characteristics of the legislative function, and parliamentary oversight mechanisms.
7. Evaluates the impact of parliamentary rules and regulations on the democratic system.
8. Identifies the fundamental documents used in parliamentary proceedings and develops proposals to contribute to legislative processes.

Week 3: Fundamental Concepts and Structures of Parliamentary Law: Members of Parliament, Parliamentary Bodies, and Functioning
Week 4: Parliamentary Rules and Legal Framework: Assembly Regulations and Their Impact on the Democratic System
Week 5: Legislative Process: Definition of Laws, Categorization, and Submission of Bills
Week 6: Legislative Process: Types of Laws, Public Participation, and Democratic Analysis
Week 7: Parliamentary Committees: Structure, Functions, and Working Methods
Week 8: Parliamentary Committees: Comparative Analysis Through Case Studies
Week 9: Legislative Process in the Grand National Assembly of Turkey: General Assembly Agenda and Working Methods
Week 10: Legislative Process in the Grand National Assembly of Turkey: Law-Making and Oversight Mechanisms
Week 11: Legislative Process in the Grand National Assembly of Turkey: Powers and Responsibilities of the Parliament
