This course examines the partnership relationship between Turkey and the European Union from historical, legal, and institutional perspectives. It covers the fundamental principles of the Ankara Agreement, the legal sources of the partnership, decision-making mechanisms, and dispute resolution processes. Additionally, it focuses on current issues such as the free movement of goods, the Customs Union, and the update processes.

The aim of this course is to provide students with the ability to understand the legal and institutional dimensions of the Turkey-EU partnership relationship, evaluating its historical development, fundamental principles, and current issues. Students will be able to analyze Turkey-EU relations within the framework of the case law of the European Court of Justice (ECJ) and will gain an understanding of the structure, functioning, and updating process of the Customs Union.
1. Has a comprehensive understanding of the historical development of the Turkey-EU partnership relationship.
2. Has knowledge of the fundamental principles and provisions of the Ankara Agreement.
3. Is familiar with the legal sources and institutional structure of the Turkey-EU partnership relationship.
4. Can interpret the dispute resolution mechanisms in the partnership relationship and the decisions of the European Court of Justice (ECJ).
5. Has knowledge of the structure, functioning, and impacts of the Turkey-EU Customs Union.
6. Has the infrastructure to follow current discussions on the updating process of the Turkey-EU Customs Union.
7. Has knowledge of the effects of the Turkey-EU partnership relationship on the free movement of goods, services, and persons.
8. Has the infrastructure to analyze Turkey-EU relations within the context of international law and EU law and follow possible future scenarios.
