Course Description
This course provides knowledge and understanding of the legal and regulatory environment in the energy and natural resources industries. It introduces the structure and regulation of electricity and natural gas markets and examines how legislation and regulation can be used to implement policy decisions. The case studies of the course will be on energy market regulation in Turkey and the EU. In particular, emphasis is placed on renewable energy policies (e.g. feed-in tariffs, feed-in premiums, green certificate policies) implemented in Turkey and the EU. Energy contracts (e.g. Power Purchase Agreements (PPAs) and Production Sharing Agreements (PSAs)) and energy-related foreign investment protection (under the Energy Charter Treaty) will also be covered.

Course Objectives
The objectives of this course are to provide basic knowledge of the legal and regulatory processes in the energy and natural resources industries, to provide an understanding of legislation and regulations in energy markets, to compare energy market practices in Turkey and the EU, and to examine renewable energy policies. It also aims to improve students' understanding of the protection of foreign investments in the energy sector by providing information on energy contracts.
Course Outcomes
1. Has a command of the legal and regulatory frameworks in the energy and natural resources sector.
2. Compare the structure and regulation of energy markets in Turkey and the EU.
3. Apply renewable energy policies and analyze the effects of these policies.
4. Recognize and distinguish the main contracts used in the energy market (Power Purchase Agreements, Production Sharing Agreements).
5. To know and explain international legal mechanisms for the protection of foreign investments in the energy sector.
6. Evaluate the regulations used to implement policy decisions in the energy and natural resources sector.
