Course Description
In this course, the purpose of occupational health and safety law, its constitutional foundations, the groups of employees covered by it, the definitions of work accidents and occupational diseases, the measures to be taken in terms of occupational health and safety, the rights and obligations of employees, and the sanctions that will be applied in case of violations of legal obligations are examined.

Course Objectives
The main objective of this course is to examine the principles and legislation governing occupational health and safety law in light of international developments, to address the fundamental concepts of Law No. 6331 on Occupational Health and Safety, to identify the obligations of employers and current issues within the scope of the law, and to ensure that students acquire knowledge and awareness regarding the sanctions that will or should be applied to prevent work accidents and occupational diseases.
Course Outcomes
1. Possesses the ability to interpret and apply the rules related to occupational health and safety law.
2. Follows current developments in occupational health and safety law, reports on the research conducted, and presents findings.
3. Uses information technology to access judicial decisions related to occupational health and safety law and present the findings efficiently.
4. Develops the ability to work individually or as a team member in identifying the causes of complex disputes related to occupational health and safety law, determining solution options, and specifying the sanctions that will be applied.
5. Gains knowledge about the rights and obligations arising from occupational health and safety law and acquires the ability to pursue relevant rights before judicial authorities and institutions/organizations.
Tentative Course Plan
Week 1: Historical development of occupational health and safety law and its scope.
Week 2: Methods used to ensure occupational health and safety / Principles of risk prevention / Workplace from the perspective of occupational health and safety law.
Week 3: Workplace risk categories / Concepts of risk and danger in occupational health and safety.
Week 4: Concepts of work accidents and occupational diseases.
Week 5: The State’s obligations in ensuring occupational health and safety.
Week 6: The employer’s obligations in ensuring occupational health and safety, including taking preventive measures, providing information, offering training, and conducting health surveillance.
Week 7: The employer’s obligation to organize the workplace in terms of occupational health and safety.
Week 8: Distribution of occupational health and safety responsibilities in tripartite employment relationships such as the primary employer-subcontractor relationship and temporary employment relationships.
Week 9: Special policy-requiring groups in occupational health and safety, such as child and young workers, female workers, and migrant workers.
Week 10: Rights and obligations of employees in occupational health and safety.
Week 11: Legal liability arising from work accidents and occupational diseases / Social Security Institution at Action of Recourse.
Week 12: Administrative and criminal liabilities arising from work accidents and occupational diseases.
