The objective of this course is to introduce students to the fundamental concepts and institutions of consumer law and to provide them with a comprehensive understanding of consumer rights and obligations under the Law on the Protection of Consumers.
1. Understand the historical development of consumer law at national and international levels, recognize the fundamental sources of consumer law, and comprehend the underlying purpose of consumer protection regulations.
2. Identify and evaluate preventive and protective measures for consumer protection.
3. Explain key concepts such as consumer, seller, provider, producer, importer, credit institutions, goods, and services, and analyze the legal relationships between these entities.
4. Define defective goods and services and distinguish between different types of defects. Explain the conditions of liability for defective goods and services, the consumer’s rights, and available legal remedies.
5. Describe consumer transactions, consumer contracts, and their characteristics and types under the Law on the Protection of Consumers.
6. Explain concepts such as e-consumer, e-contract, and e-consumer contracts, and identify the elements of distance contracts. Analyze legal regulations on consumer transactions in the digital environment and evaluate the impact of information technologies on such contracts, developing legal solutions for consumer protection in the digital sphere.
7. Define the concept of unfair terms and assess the legal consequences of unfair terms in consumer contracts.
8. Evaluate prohibited and non-prohibited advertisements and their effects on consumers. Analyze the functioning of the Advertising Board and its supervisory mechanisms, and demonstrate knowledge of legal remedies available against unfair commercial practices and misleading advertisements.
9. Understand the characteristics of timeshare, long-term holiday services, and package tour contracts and the rights they provide to consumers.
10. Explain the structure and functioning of consumer arbitration boards and consumer courts and their role in resolving consumer disputes. Evaluate legal mechanisms for resolving consumer disputes and demonstrate the ability to assert consumer rights before judicial and relevant institutions.

Week 5: Concept of Services in Consumer Law, Definition and types of services, Scope of the Law on the Protection of Consumers, Consumer transactions and practices targeting consumers
