Course Description
The course examines the differences between ethics and law, the historical development of ethical concepts, the principles of judicial ethics, and how these are applied at national and international levels. Students gain decision-making skills when confronted with ethical dilemmas while also learning how to avoid unethical behaviors related to judicial ethics.

Course Objectives
The aim of the course is to provide students with in-depth knowledge of ethical concepts and help them learn the differences between ethics and law. Additionally, students will develop the ability to make sound decisions when faced with ethical dilemmas, while gaining a deep understanding of judicial ethics principles and professional ethics. This will equip them with the competence to generate solutions to ethical issues within the legal system.
Course Outcomes
1. Recognizes the differences between ethics, morality, law, and professional ethics.
2. Defines the historical development, philosophical foundations, and national-international sources of judicial ethics.
3. Compares the interpretation and application processes of principles related to judicial ethics.
4. Applies decision-making processes in ethical dilemmas through practical examples.
5. Distinguishes the similarities and differences between judicial ethics and professional ethics.
6. Has a command of judicial ethics principles while translating ethical behavior standards and norms into professional practices.
Tentative Course Plan
Week 1: Introduction to Ethics, Public Ethics, Professional Ethics, Legal Professional Ethics, and Characteristics of Judicial Ethics, including the Importance of Judicial Independence and Separation of Powers, Ethics Concepts, Distinction Between Ethics and Morality, Ethics-Law Relationship, Values, Justice Value, an Overview of Supreme Court Judicial Ethics Advisory Board Decisions, and Course Goals and Content.
Week 2: Non-binding Guidelines on Judges' Use of Social Media.
Week 3: General Information on Turkish Judicial Ethics, Foundations of the Supreme Court Judicial Ethics Principles, Interpretation and System of the Supreme Court Judicial Ethics Principles, Bangalore Principles of Judicial Ethics and "Independence" in the Context of the Supreme Court Judicial Ethics Principles.
Week 4: Bangalore Principles of Judicial Ethics and Supreme Court Judicial Ethics Principles on "Impartiality."
Week 5: Bangalore Principles of Judicial Ethics and Supreme Court Judicial Ethics Principles on "Integrity and Professional Dignity."
Week 6: Bangalore Principles of Judicial Ethics and Supreme Court Judicial Ethics Principles on "Equality, Competence, and Diligence."
Week 7: Understanding Socrates’ Defense, Plato’s (Socrates’ Defense), Aristotle’s (Nicomachean Ethics), Kant’s (Groundwork for the Metaphysics of Morals), and Mill’s (Utilitarianism).
Week 8: Ethical Behavior Principles for Public Prosecutors and Judicial Staff Ethics Principles.
Week 9: Rules of Professional Conduct for Lawyers and Notary Rules of Professional Conduct.
Week 10: European Court of Human Rights Decisions Referring to Bangalore Judicial Ethics Principles and the Impact of Ethical Principles on ECtHR Jurisprudence.
Week 11: Judicial Ethics in Constitutional Court, Supreme Court, and Council of State Decisions, Evaluation of Turkish Judicial Ethics in the Context of International Standards, and Current Issues in Judicial Ethics.
Week 12: Introduction to Global Judicial Integrity Network Training Programs and Case Studies on Judicial Ethics in These Programs.
